FINNMAP implementing the country safeguard systems in the land sector in Asia
ADB, MANILA, PHILIPPINES: Earlier this month the Asian Development Bank (ADB) conveyed the Second Regional Workshop on Strengthening Country Safeguard Systems (CSS) at the ADB Headquarters in Manila, Philippines. Amongst the invited key partners from governments and private sector across whole Asia as a resource person was also Mr. Jouni Anttonen, FINNMAP´s former Project Manager and Chief Technical Advisor of the successful long-term Cambodian land administration programme (1997-2013).
Within his presentation, Jouni Anttonen highlighted the world-renown success story of FINNMAP-supported land administration project in Cambodia which has recently been acknowledged by the Government of Finland as a highly successful implementation of the revised practices and guidelines to implement in practice the Finnish Development Cooperation Policy to achieve the main development goals of poverty reduction, social stability and economic development as well as promotion of human rights, equity and equality, protection of the environment and democracy.
The case study presentation on training on the policy, legal and technical capacity building of the land administration system in Cambodia was well received and managed to give participants helpful insights on how land registration can be conducted in technically and financially sustainable way based on the principles of Paris Declaration on Enhancing Aid Effectiveness for local ownership, harmonisation, alignment, mutual accountability and managing for results.
Mr. Anttonen also highlighted that FINNMAP is now already preparing for ways to tackle the main issues in the land sector for supporting the achievement of the upcoming UN´s Sustainable Development Goals (SDGs) under preparation which are still in draft form, but developing under the title Post-2015 Development Agenda.
