FINNMAP is developing a Land Management System in Ethiopia
FINNMAP is supporting the creation of an Integrated Urban Land Holding File Management System (IULHFMS) in Ethiopia. The File Management system in Mekelle, Bahir Dar and Dire Dawa will be in place by the end of 2015. This pilot project will be spearheading the regional development of land management systems and will aim to facilitate national development from tax collection to urban planning.
FINNMAP has been implementing land administration projects for three decades, enhancing land administration for national governments in Eastern Europe, Latin America, Africa, Asia and Middle East. This time FINNMAP is partnering with locally based AFRICOM Technologies in supporting Ethiopian Ministry of Urban Development Housing and Construction in a project, which started in July 2015.
The main aim of the assignment is the design and development of the system to computerize and simplify the whole process of land and property information management in Ethiopia. The Main beneficiaries will be property tax administrators and the field of urban development, ensuring increased public assets through amplified tax revenue and possibilities for urban development and improvement.
The scope of the work includes land holding and file management system requirement analysis study, system designing, file reorganization, data capturing and mapping system with verification of ground reality analysis, as well as system testing of the quality of IULHFMS and deployment including training and capacity building in three regional capital cities Mekelle, Bahir Dar and Dire Dawa.
The project Manager Gertrude Pieper has over 20 years of experience of developing Geographic Information Systems globally. She was previously assisting the Cambodian government in the creation of a land management system, which managed a total cost of under 10 USD per land registration certificate. Ms Pieper will pursue a human rights based approach in addressing the multitude of challenges relating to the topic of land ownership.
