FINNMAP implementing the country safeguard systems in the land sector in Asia

ADB, MANILA, PHILIPPINES: Earlier this month the Asian Development Bank (ADB) conveyed the Second Regional Workshop on Strengthening Country Safeguard Systems (CSS) at the ADB Headquarters in Manila, Philippines. Land Titling Program and Development of a Modern Multi-Purpose Cadastral System (LASSP)

Client The Ministry of Land Management, Urban Planning and Construction Financing Ministry for Foreign Affairs of Finland Duration 2009-2013

The Land Administration Sub-Sector Program (LASSP) a multi-donor project (RGC, WB, GTZ, CIDA, MFA Finland) which will implement the key area of land administration under the Land Policy of the Royal Government of Cambodia for poverty reduction, economic development and social stability by increasing the land tenure security and promoting the development of efficient land markets. It sets the following three objectives for the land sector:

  • To strengthen land tenure security and land markets, and prevent or resolve land disputes
  • To manage land and natural resources in an equitable, sustainable and effective manner
  • To promote land distribution with equity (i.e. Social Land Concessions)

LASSP is continuation of continuous MFAF project funding since 1997. The previous projects / phases, also all implemented by FM-International Oy FINNMAP, include:

  • Land Management and Administration Project (LMAP) Component 3: Land Titling Program and Development of a Land Registration System, 2002-2008
  • The Pre-implementation Phase Land Management and Administration Project, 2001-2002
  • Cambodia Cadastral Project, Second Phase, 2000-01
  • Cadastral Mapping and Land Registration Pilot Project 1997-99

The services in LASSP provided in close cooperation with the counterpart staff are:

(i) Land Policy, Guidelines and Legal Development; (ii) Systematic Land First Registration/Titling; (iii) Sporadic Land Registration/Titling; (iv) Development of Modern Multi-Purpose Digital Cadastral System; (v) Establishment and Management of Model Land Registration/Cadastral Offices; (vi) National Spatial Data Infrastructure (NSDI) Development; (vii) Information Dissemination, Public Awareness/Display and Community Participation; and (viii) Private Sector Development for Land Administration.

The project (with its previous phases) has successfully reached the following results:

  • 3.5 million land parcels systematically registered or in the registration process.
  • Cost per parcel USD 10 from start to finish
  • 90% of the existing land disputes solved during the systematic land registration process and the rest by the out of court dispute resolution mechanism, cadastral commission
  • Land policy and legal framework for land administration established
  • Modern multi-purpose cadastral database system developed
  • Procurement and Installation of Computers, IT Equipment and Accessories to the Ministry of Land Management, Urban Planning and Construction and 16 provincial offices
  • Countrywide geodetic network established
  • Modern digital orthophoto map production line established
  • 1,600 cadastral officers trained, equipped and supervised
  • Faculty of Land Management and Land Administration established
  • Land valuation system development started
  • Indigenous community land registration started
  • Public awareness and community participation system developed, resulting in the participation rate of 99%
