- MINISTER HEIDI HAUTALA MEETS WITH THE FINNISH-SUPPORTED LAND ADMINISTRATION SUB SECTOR PROGRAMME (LASSP) IN CAMBODIA

The Minister of International Development of Finland, HE Heidi Hautala met with the Government of Finland-supported Land Administration Sub Sector Programme (LASSP) in Cambodia on 28 November 2011 as part of her visit to the international Anti-Personnel Landmine Summit held in Phnom Penh.
The meeting was attended from the Cambodian side by HE Sar Sovann, Director General of the General Department of Cadastre and Geography (GDCG) of the Ministry of Land Management, Urban Planning and Construction (MLMUPC) of the Royal Government of Cambodia (RGC), and from FINNMAP by Mr Jouni Anttonen (Team Leader and Land Administration Expert), Dr Jukka Pekka Tolvanen (Legal Expert) and Mr Michael Hayes (Media Expert).
The focuses of the meeting were on the long-term technical co-operation between Finland and Cambodia in land administration since 1997, its result and achievements so far as well as the current and future challenges and planned next steps to improve the important work for increasing land tenure security of the Cambodian people, which is fundamental for the whole socio-economic development of the post-conflict country. It has been concluded that the developed and established fully participatory, transparent, technically accurate and highly cost-effective systematic land registration process in Cambodia supports the achievement of all main goals of Finland’s development co-operation policy for poverty reduction, social stability and economic development as well as protection of environment and promotion of human rights, equity and democracy.

FINNMAP's Legal Expert Dr Jukka Pekka Tolvanen was awarded the Royal Order medal of Officer at the medal awarding ceremony at the Ministry of Land Management, Urban Planning and Construction (MLMUPC) on 24 August 2011. Dr Tolvanen's invaluable contributions to the legal development of the land sector of post-conflict Cambodia continuosly since 1999 include the support to the drafting of the 2001 Land Law and the relevant Sub Decrees to implement it, including the Sub Decree on Establishing Cadastral Index Map and Land Register (Systematic Land Registration), Sub Decree on Sporadic Land Registration and Sub Decree on Cadastral Commission (Land Dispute Resolution), among many other legal documents for securing land tenure of legal land owners in Cambodia. This was the second time Dr Tolvanen has been awarded a medal, after his Royal order medal of Knight. Also many other FINNMAP's long-term land administration Advisors in Cambodia have been awarded medals of Royal Order, including the Chief Technical Advisor since 2000, Mr Jouni Anttonen, who was awarded the Royal Order medal of Commander in 2010 by the King.
The Royal Order of Cambodia was founded in 1864 by King Norodom I to recognize military and civil contributions to the Protectorate. It was adopted as a French Colonial Order in 1896. It is awarded in five classes (Grand Cross, Grand Officer, Commander, Officer and Knight). Following the takeover of the country by the bloody-rule of the communist Khmer Rouge, a constitutional monarchy was restored under United Nations sponsored elections in 1993. The new Kingdom has again begun to issue medals.

FINNMAP's local company in Cambodia, FINNMAP Cambodia Ltd. was accepted as a corporate member of the ASEAN Federation of Land Surveying and Geomatics (AFLAG) at the 41st AFLAG Council Meeting and Geomatic Seminar in Yogyakarta, Indonesia in March 2011. On behalf of the company, the membership certificate was received by Jouni Anttonen, Chief Technical Advisor of the FINNMAP-supported Land Administration Sub Sector Programme (LASSP) in Cambodia. FINNMAP's professional co-operation with the Federation started in February 2009 when FINNMAP hosted the 33rd AFLAG Council Meeting in Cambodia and has continued ever since on surveying, geomatics and other land-related issues in the South-East Asia region.

FINNMAP was represented in June 2011 at the 11th SEASC and 13th ISC by Jouni Anttonen, Chief Technical Advisor of the FINNMAP-supported Land Administration Sub Sector Programme (LASSP) in Cambodia. His well-received paper and presentation in the congress was entitled "Multi-Donor Efforts for Improving Land Administration Systems in Developing Countries: Lessons Learnt from the Cambodian Land Management and Administration Project (LMAP)". Anttonen was invited and participated in the technical session and plenary discussion with other prominent land administration professionals Prof. Ian Williamson(Australia), Dr. Christiaan Lemmen (The Netherlands) and Prof. Bong-Bae Jang (South-Korea). As part of improved public awareness and information dissemination of the FINNMAP-supported Cambodian Land Administration Sub Sector Programme (LASSP), HE Senior Minister of Land Management, Urban Planning and Construction (MLMUPC) Im Chhun Lim approved the very first official LASSP Newsletter in May 2011. The Newsletter is designed to inform the public, mass media and NGOs as well as the donor and business communities about the mission, progress, achievements and results of LASSP in order to avoid misunderstandings on the scope and mandate of the programme in the Land Administration Sub Sector vs. the issues and challenges of the complex Cambodian land sector as a whole. The Newsletter continues to be published quarterly and distributed widely in hard- and softcopies in both Khmer and English languages.

FINNMAP has completed helicopter laser scanning projects of spring season in Finland. These projects included data acquisition for DTM production and mapping purposes. Operations were done with our new lidar mapping instrument LiteMapper 6800 and results have been excellent.

FINNMAP has completed its LiDAR operations in Nepal. Whole mission included scannings for five different projects. Projects goals varied from detailed digital terrain models for hydrology mapping to forest inventory. Total area was more than 2000 km2. " I am very proud of FINNMAP crew completing this mission in most challenging working conditions. We did very good job and proved that LiDAR scannings can be done also in mountainous regions ." Says Project Manager Dr. Raghunath Jha. " This is a very good starting point for future projects in Nepal."

The story of FINNMAP began in 1951 when a company called Kunnallistekniikka Oy was founded as a mapping and planning company and it has since been the leading mapping and surveying company in Finland.
FINNMAP is celebrating its 60th anniversary by publishing pieces of the company’s history in the form of photos, advertisements and magazine articles on our Internet pages. Most of the material is in Finnish, but as early as 1960, the name FINNMAP appears in connection with international efforts. In the part "Juhlavuoden muistelmat” (in English, Anniversary memoirs) people are reminiscing their past years with FINNMAP. Short synopses of the stories will be published in English.

The Consortium PASCO-FINNMAP has signed a contract for Acquisition of Digital Aerial Photography as part of the project “Improvement of Digital Mapping System of Survey of Bangladesh” with the Survey of Bangladesh. The digital aerial photography will cover the complete area of Bangladesh with ground resolution of 50 cm and five urban areas with ground resolution of 25 cm. The photography will be completed during two photography seasons, 2010-11 and 2011-12.

The Consortium FINNMAP-SKM formed by FM-International Oy FINNMAP and Suomen Kartoitus ja Mittaus SKM Oy has signed a contract with the Ministry for Foreign Affairs of Finland for
“Consultancy services for the implementation of Strengthening National Geographic Services in Lao PDR”
The project purpose is to provide support to the National Geographic Department (NGD) to create, maintain, manage, provide and distribute reliable geographic data services to public and private stakeholders/clients and to plan, budget and manage its information services in Lao PDR.
Technical Assistance is directed to three components: 1) service policy development of the NGD, 2) Technical capacity building in the NGD and 3) aerial photography, survey and production of orthophoto and topographic maps and satellite images and establishing a NSDI.
The project period is four years starting in August 2010.

Michael Hayes, former Publisher and Editor-In-Chief of the Phnom Penh Post newspaper joins the FINNMAP team of the multi-donor Land Management Sub Sector Programme (LASSP) in Cambodia. As part of their technical assistance (TA) to LASSP, FINNMAP supports the development and implementation of the Public Awareness and Information Dissemination as part of their comprehensive TA support to the Land Titling Programme and Development of a Multi-Purpose Cadastral system in Cambodia.
Michael Hayes has more than 27 years extensive experience in media work in numerous countries, of which more than 18 years in Cambodia. As the former Publisher and Editor-In-Chief of the Phnom Penh Post newspaper, Mr Hayes has excellent experience in working with different Cambodian stakeholders, governmental and non-governmental, in a highly professional and culture-sensitive manner. His professional local expertise is considered highly valuable for the improved implementation of LASSP's media, public awareness and community participation and PR tasks as well as the capacity building of the PR Unit of LASSP.

As the longest-serving international surveying and mapping consulting company in Cambodia, FINNMAP takes pride of sponsoring the university league football team of the Faculty of Land Management and Administration (FLMA) of the Royal University of Agriculture (RUA) of Cambodia during the 2010 football season. The new FLMA was established and developed with TA and financial support of the previous multi-donor Land Management and Administration Project (LMAP) (2002-2009) and so far around 380 new generation B.Sc-level land sector professionals have graduated or are graduating in the near future to support both public and private sectors dealing with land issues.

FM-International Oy FINNMAP has purchased major part of the shares of Aerodata International Surveys with domicile on Antwerp. Aerodata has joined the PASCO Group as its latest member.
Aerodata will continue to operate as a distinct company with its current offices in Antwerp (Belgium), Breda (The Netherlands), Lille and Paris (France) and Padova (Italy). It will also continue to be led by the current management team, including both founders of the company. At the moment Aerodata operates six survey aircraft with digital sensors in Europe, Africa and Middle East.

Jouni Anttonen, long-term Team Leader of FM-International FINNMAP in Cambodia was awarded a Royal Order of Cambodia medal of Commander on 4 February 2010 in Phnom Penh. This is so far the highest official recognition by the Royal Government of Cambodia to foreigners working in the land sector.The medal was issued by Senior Minister of Land Management, Urban Planning and Construction (MLMUPC), HE Im Chhun Lim at the annual meeting of MLMUPC. This was Anttonen's third time to receive medals for his contributions to the development of the Cambodian land administration system, after Knight's (2004) and Officer's (2008) Royal Order medals.
